Developing an Integrated Policy Model

We have consulted with partners about their requirements. In addition we reviewed research and guidance published by central government on the importance of aligning the evidence and regional strategies.

Following our consultation with key partners we identified four broad requirements for the model:

  1. Integrates spatial analysis, economic activity and environmental impacts.
  2. Can provide a consistent framework for small geographical levels as well as regional. At a minimum, the model outputs will need to be consistent at Local Authority District level. Where possible we would like to see higher level geographies being assembled from foundations of lower level geographies such as Output Area.
  3. Combines different layers of spatial linkages between key drivers: economic change, housing, employment, land, transport, sustainable development and demographic change
  4. Has a GIS interface.

 

To deliver the overall extended project it has been decided to divide the project into two stages:

Stage 1

Delivery of a regional model as identified by the Regional Data & Intelligence Network.

This stage of the project has been completed and a model installed. At a minimum, the model had to be capable of:

  • Generating projections for key target variables.
  • Generating potential alternative projections arsing from adjustments to initial conditions.

 

Stage 2

Delivery of the more advanced spatial integrated model as identified by the Observatory through wider consultation.

We proposed the concept of an integrated spatial model and undertook initial scoping of potential solutions. This was supported by a study of the inter-​disciplinary academic literature as well as seeking advice from leading researchers in the field.
